By fining people who drop litter, we’re telling them it’s ok to drop litter if you’re rich.

By making offenders pick up litter, preferably in an embarrassingly high-profile area, we’re making a better statement.

Brilliant idea. We could make them wear someone else’s dirty pants on their head and wear trousers with no arse in. There could be a whole TV channel devoted to it. Channel 5 maybe.
