He cares so little he felt the need to make everyone aware of his uncaringness in two separate debates.
Perhaps the author means “Proper Cynic” in terms of the ancient school of Philosophy which is actually from the Greek for “dog-like”. To quote Wikipedia (sorry I have nothing better to hand): “A Cynic declared that ‘other dogs bite their enemies, I bite my friends to save them.’”
So I can see how a “Proper Cynic” can be a cynic while still thinking that Minghella’s Minging films are any good.

I was staying with my mother one Christmas and we rented the video of *The English Patient* and it was only because I fell asleep through boredom that I refrained from matricide that Yule.
