I imagine that he’s possibly parodying the stereotypical British disdain for foreign languages and the strange people who speak them; and by doing so, trying to point out that the question is a ridiculous one. At least I imagine that’s what he could be doing, it’s equally possible that his comment is the result of a keyboard-mashing session during a particularly intense Ribena-induced sugar-rush.

The closest I can get is that he’s misunderstood “citenzenship” for “languages”.
